Gimp is a pretty basic program, even though it may seem relatively complex when you first begin to use it. The best thing that you can do, if you're new to graphic design, is to become familiar with the tools and settings. Play around with it some, follow tutorials, and learn from your mistakes. Always feel free to post up any pieces that you do, as CnC can greatly help you advance.

Photoshop - in just about all areas.
Gimp is a little more beginner friendly. Due to the fact that many of the tools and skills transfer, I would recommend to start out with gimp to see if you actually are interested in Graphic design.
Photoshop is a higher end program compared to Gimp, thus why you have to pay for one while the other is free. PS allows you to do a much greater variety of things and achieve a better final product, as long as you know what you're doing (these programs don't 'make' the piece, the user does).

Another option for you I suppose is to download the free trial of PS from their website, if you're interested. You'll get the latest version, CS 6 extended, and you'll be able to use it for free for 30 days.
