there are like numbers and letters on the picture but they are not straight so i want to rotate it to make it straight

if they aren't on different layers, good luck it will look weird, best bet is using the clone stamp tool to stamp over the letters and retype them in

use the lasso tool and fill in the missing parts with same bg colour
or use the box selection, copy+paste
