this shouldn't have to be worked on layers like a vector drawing
you need to blend everything in simultaneously. I mean atleast block on some indicational features, and the rest will fall into place

because realistically, you shouldn't need ps layers for a painting.

then block in values for the face

a painting should be worked on as a whole

not individually piece by piece, if you do it that way, your painting will look very very off....

never zoom in too far either.
