Easiest way to do it would be to create maybe 3-4 layers on top of it
Then brush some green over where the eyes are
Change the layer modes to something like linear dodge
Change the opacity on every layer to something like 10, 20, 30, 20, 10 or something like that
Open the animation window and for every frame, select one of the layers you made
Like for the first frame, you'd have your initial signature selected (unhidden) and the layer above it, hide all the rest
Then for the 2nd frame, have your initial signature unhidden, hide the first layer on top of it but leave the 2nd layer and hide the rest
Keep doing this for every frame you have (number of frames should be equal to the number of layers you made)
If you want the glow to be smooth, then you need to make more frames and use the "tween" option, but I'm not really sure how that works cause I never use it
