Animation? Flash, after effects, final cut pro would all work.
Tablets are nice for drawing(Intuos3/4 are good).

you can do puppet animation in after effects or flash with a mouse, just look up "after effects animation tutorial" its pretty easy

take character from internet, rig character to hierarchy, place on background, start making keys, it automatically in betweens them

if you want to do drawn animation, get a tablet and get toonboom, then pickup "animators survival kit" and start studying

south park is done with puppet animation and stock expressions in a program like after effects

mission hill and family guy are done in limited animation (most of the movements are isolated while the rest of the body stays static) which you could start by drawing the key poses on paper, importing to flipbook 6, then drawing partials(the limb that does the movement for example) for the actual animation on a seperate layer, then importing in to flash or toonboom to ink and paint digitally on a tablet. Sometimes puppet animation is used in those shows too depending on the movement

i would have to see the characters your working with but probably puppet animation is going to be your best bet if you want to make a full cartoon because hand drawing things takes tons more time while puppet is super quick

pm me if you want more info
