south park is done with puppet animation and stock expressions in a program like after effects
mission hill and family guy are done in limited animation (most of the movements are isolated while the rest of the body stays static) which you could start by drawing the key poses on paper, importing to flipbook 6, then drawing partials(the limb that does the movement for example) for the actual animation on a seperate layer, then importing in to flash or toonboom to ink and paint digitally on a tablet. Sometimes puppet animation is used in those shows too depending on the movement
i would have to see the characters your working with but probably puppet animation is going to be your best bet if you want to make a full cartoon because hand drawing things takes tons more time while puppet is super quick
