1. Make a text layer

2. Create a mask from the textlayer and delete/deactivate the textlayer

3. Create something similar to the second square and use the previous mask for it.

4. Animate the 'yellow and white' layer moving from one side to the other (you might have to make the layer longer/fill in the blanks if your text cover a bigger part of your image)

Or just clip the shining part on your text.
