well, kinda..
the gravity of the black hole will slow time because it has infinite mass.
but, I think the satellite is mostly because of its 1800 mph speed. since its the same gravity as we have.
Now if it were orbiting Jupiter, I would have to agree since it has much more mass and there for has more gravity.
