No, it's really easy and you can make good looking things very quickly. But you'll need quite a bit of creativity to be able to create something original. Some of the harder effects,  like light coming through the clouds and what not can really add to your piece and make it unique, but they're not as easy. So I'd advise playing around on your own to get the hang of the program since it's pretty intuitive and once you know more or less what each command does you can start looking at tuts for these effects.
Btw, isn't terragen 2 out by now?
