I run a CPU / GPU water loop. I'm using noiseblocker fans and they're pretty quiet. I can hear my storage drives spin up when I access them. I'd look into noiseblocker or corsair fans, both are pretty nice. I'd also see if you can get your hands on a megahalem CPU cooler, I still have my old one and it's amazing.

All SSD, some AF-quiet fans on rads, loop gpu and cpu. Should be quiet.

Megahalems is nice but it costs quite a coin and isn't really gonna help to make it quieter. Only point to upgrade if using stock.

You can run megahalem fanless if you're running stock volts on the cpu.
