The original file size is way beyond the 70KB limit, resulting in a low-quality outcome with a lot fewer frames.

In order to keep at least some quality and frames I reduced the size a little as well.
This is just slightly below the 70kb limit, I am afraid you won't get any more out of this within the limit.
