Your original had 60 frames with movement across the whole image. This has 6 frames and heavily compressed.
Consider removing that fog moving and that weird white flash on the text.. You should only need 8 frames MAXIMUM to have a nice animation on the blue and the flame in the hand

Sadly this will not be doable below 70kb since the original file is more than 4MB in file size.
Just so you can get an idea, here is an example of a result just below the limit of 70kb.
I would suggest you try to find something else to use as a signature as I had to delete most frames and had to compress the remaining frames a lot to lower the file size.
