Here's an update. The angle of her cheek still seems a little off. Fixed the eyes and lips like muscles said. I think it's starting to look more like her now.

pm'd this but thought i should post incase other people would like to learn
1. her eye in shadow needs to be more in shadow.... theres way to much light on that eye which gives an unnatural feel because light shouldnt be hitting that eye besides the highlight and lids " barely "
2. you have light coming across her upper lip into the shadow, which isnt in the ref and doesnt make sense
3. her lips are formed kind of goofy and look as if there drawn straight on and not with the correct 3/4th view, they need to be angled more and pointed towards that direction shes facing
4. I do this mistake alot, her eye brow is way to high
5. this is a minor one, but her nose is a lil more stubby and shorter, yours kind of barely slopes down which is more of a masculine feature, if you notice most " cute " girls have a short lil nose if that makes sense lol
6. the high cheekbone/eye socket in shadow is kind of weird. looks better than it was but still isnt right, notice on her in the ref it comes down straight for a lil while then has a nice rounded motion that goes down to the chin?
7. and i finally noticed the biggest mistake! This is a huge mistake amongst alot of beginners! almost everyone does it her forehead is WAYYYY to small! your forehead on your painting is about the same as the ref, and the ref is way smaller in size, so just lasso that hair and bring it up!
if need be, make the ref pic about the same size, then hold shift on a new layer and draw a line from the top of her eyebrow straight across to your painting, and a line from the beginning of her hairline straight across, then you will truly see how large the forehead actually is! Remember that the eyes are almost always exactly in the middle of the head!
