whats the easiest way to get a nice custom desktop like all the cool kids in middy's desktop thread?

What OS?
Typically one customizes one's wallpaper, visual styles, and icons.
From there one can also add and customize third party applications (dock, cd art display, etc)
More in depth customization involves customizing your shell, dialog boxes, windows animations, etc.
