This image is legal.

For future reference if your making these signature images yourself, or you have them saved to your PC, you can right click them, click Properties, and within the General Tab it will say "Size" this should be AT or UNDER 75 KB.
After checking that, select the Details tab. Here you will see the Dimensions which should be 400 x 150 or less.

only way to make it legal sized is to reduce frames/colors

I attempted aswell using 3 different programs, can't get much better of a result than that. You'll either have to use his version or find another image ;) sorry hun!
