was looking through stumble upon and found this. thought it was cool. could help any in the art aspect?

Yea it can help as a reference but wont do anything until you understand the fundementals. Notice that all of the faces in the image are flat 2d, your learning to show things that are dimensional and appear 3d.

I don't think not finishing work makes you bad. In fact I think many people spend too much time trying to finish work in which started poorly due to lack of experience.
I'm not very good at faces, but I think sketching a lot of quick faces and learning how to get the basic expression and facial features right is more important to the image than being able to shade the skin perfectly and finish the work.

I don't remember what it is called but i've heared of an 80/20 rule, which states the first 80% of the drawing takes 20% of the time, and the last 20% takes80% of the time.

getting that first 80% can most often express what you want, the last 20% takes a lot more time and expresses much less.
