they are only like 70-75 and way weaker than those from heartgold/soulsilver imo.

just get the lvl 70 firebug (i dont know english names, inb4 you flame again), the lvl 75 ice dragon and you are good to go.

Bottom of dragonspiral tower. Run around a bit, get a special fishing spot (fish facing it, don't surf over it)

umm ok. never tried that since i just imported mine after beating both leagues. i was ok with the dark/dragon one. its mighty ^^

Didn't evolve until like level 64. I raged.

i had lucky egg. it doubles exp. was easy to get 64 with the dark grass.
