The weight of this gif is so large that without a drastic reduction in quality and cuts, it will not be possible to adjust it to 70kb. So it won't look good. I'd suggest looking for something else

Need help resizing signature

This has too many images and colors. Had to take out some pictures and turn the colors down. maybe someone else can do it better
