if you are talking about image dimensions, avatars are auto scaled to fit the maximum of 64x64.
as long as the file size is below 50kb its fine

im not really sure on how you could do it but i would like my signature gif to be

70 kb or less and a size that will be acceptable to be displayed

I'd recommend finding a new image

Reducing that one down to 70kb (from 8mb) will dramatically reduce the quality, px size and frame rate.
