Well, I saw this Sig awhile back (Searching the internet for it now)
It was a Charmander in the clouds,It taught me how to outline the Charmander, but it didn't tell me how to make the sig.

(It will make more sense when i find the sig.)

Got it fixed. It is simple manipulation of clouds stock with added outline of that pokemon. It would be too painful to explain any further and you could reproduce it by my teaching anyway.

I know how to make the outline the charmander it just didnt blend

Stick with basic Photoshop tutorials, learn to use tools properly and to combine them. Eventually you will get to learn other stuff too.
