It could be if you split all 17 frames and set each one to 8 BIT than re-compiled it using a program that will not use a quality booster.

Otherwise 83/67 KB is the lowest it can get as is, and at that rate you can barely make it out.

I had to remove sooo many frames that it goes pretty fast now... but this is how i got it.
