I believe that my avatar is against the rules, could someone help me resize?

Hi, another admin msg’d me and said my avatar is over the file size; i did crop it a little bit and the link is as below; could someone help me lower the size?

the one i provided earlier would have worked, here is the other one resized to fit the limits.
your signature rotator also has at least one signature that is above limits, could you please provide a list of all signatures in there so i can check and resize those that are over 70kb?
