This helped me out a ton. Thanks a lot. Although I do think her face is close to the 2/3 from the left, 2/3 from the bottom intersection.
Should I be working on a high resolution canvas at first and then scale it down to preserve the quality?

You can do that, I used to hate doing it but now I prefer to work on 600x225 or 800x300 and just crop it to 400x150

That's what I do. But make sure that you sharpen the tag so that it retains quality.

How does this one look?

The lighting on her hair is a bit messed up, and I can see the hair is choppy.

I like what is going on around her hand, that is the best part of the tag. Other parts still look low quality.

...i hate flood control.

Any tips for accentuating foreground vs background?

I like to be experimental. Haven't found a good tutorial in a while, but if there are good ones you know, please do.

When you are good at the fundamentals you can be experimental.

Have you done this one: http://senthrax.deviantart.com/art/Full-Signature-Tutorial-55042010
If not, do it!

All of these techniques I already use. Maybe I'm just shoddy at applying them :S
Going to go along with the senthrax one. Need to get better at brushing that flow.
