It's freelance. You make tag entirely by your liking. No restrictions (besides the ones written). Create the best tag you can with ANY resources, than send it here. Best tag wins according to the judges. Competitions like this encourage creative spirit and friendly competition between gfx artist, its kind of a break from random retarded requests from the R-gfx forum. That's if you even bother making them.
