Of course they can, and most think it's a shit technique. It can be used well, but most people seem to go for the plasticy effect, rather than the increased dynamic range it can give (ie a shot which has a window and dark corridor, if you expose for the window, it'll be too dark in the corridor, if you expose for the corridor, the window will be blown out, you can merge the two exposures together so both are correctly exposed.)
