The user who is the owner of the sig needs to report it himself, and provide proof that it is indeed his.

Ohh...well that sucks since it means anyone can steal signatures by inactive members who payed for them in the past...

Hi! My dilemma is this guy,
I made the pic into an ava and signature but he hasn't paid me for it
so I pm'd to remind him that he needs to pay for it, since he's usin' it...

anyways, then I pm'd him and said like "send 16 fg for ava/sig or take them off"
and then I tried to pm him again and then he had blocked me...
