By picture you mean one of your photos? Like theyre using that to mock you? if that you just have to report them with the report button;
If instead you are talking about the avatar or profile picture to do a rip accusation you have to prove you purchased or created the graphic.

What he means is the picture of the man in the animation part of the sig is a picture of him and he doesn't want them using it.
