no its this one spot that just bothers me

Ya something about it is throwing me off to.
The smudging looks a little rushed compared to your others.
Loos like it's lacking in a lot of detail.
Also I think the lighting on her shoulder throws the shadow on her neck.

It's the tension you have between that smudge he highlighted, the little lighting you have in that area and the arm. Try pulling the smudge away from the arm, so it doesn't seem so "attached" or removing that highlight or dimmering it.
