In this case I would suggest to look for another signature. Even after bringing it down to the appropriate dimensions, the file size is still larger than 840kb, while the maximum allowed kb size is 70.
To maintain a good quality within the 70kb I would try to find or create something that has 20 frames or less, this one has a total of 144 frames.

After cutting large parts of the animation and combining different compression methods the image quality turned out very grainy. This will most likely the most you will get out of that image below 70kb. We might be able to retain a better quality if we reduce the total dimensions further than this. Feel free to let me know via PM.
