Have a look at the previous post #1060. The images I posted are within the limitations for signatures and avatars, since your avatar required a resize as well.

This would be the animated signature you just updated below the limit of 70kb:

That image is way to big in file size to be compressed below 70kb without completely ruining the image quality. I don't think there is any way to compress this without redoing it entirely.
Resized to the correct dimensions it still has a file size of nearly 3mb. I would suggest trying an animation that has less than 20 frames instead of 150. Feel free to PM me if you would like to discuss this any further.
