Signature Resizing Service - Topic

Hey, need to have my sig resized to meet proper standards. Currently 400x163 which I was unaware of. If anyone can help I'd much appreciate it. Thank you.

Was hoping someone here would be able to resize this without distorting to fit signature regulations please .
Also if it's not a hassle, to make it transparent background. So it doesn't have anything but the character in my signature please & thank you if possible
