It is called Free Transform. That's the name of the tool in Illustrator. Either way I figured it out. They removed that panel with an update. Now you just hold ctrl when adjusting anchor points and it skews the perspective.

If you could ever afford a perpetual license then you can afford CC. It's 20$ a month if you just wanna run photoshop. Most people are paying that much for hulu/netflix combo.

Technically, Free Transform is accessible at all times. You can stretch the object at any time while selected. If you hold shift while dragging the corners, then the aspect ratio will be the same, otherwise you'll pinch/stretch/skew the object. If you want to drag a specific corner in, then use your sub-select/direct-select arrow (A) and select the corner point(s). I actually hadn't heard of that new skew tool until you showing me this video. We've only had Adobe CC at work for a few months now, so this must me new. In the past the skew tool in illustrator was very clunky and under Effect>Distort & Free Transform>Free Distort.

It has always been that way.. at least since I started in CS2 (2006). The only truly new thing is that skew feature.
