You use photoshop?
Frame by frame..brush inside runes (3frames) and erase on last 3 frames
Popout + animation are hard to do under 70kb ..
Best bet would be by starting animation on traditional sig

Theres some tutorial on youtube because most people use photoshop or gimp .. but when you save your gif dont forget to compress it under 70kb since theres a size limit here
