When I have an object selected and I choose the Free Transform tool using (E) the second panel that has 4 options to change different angles of perspective does not come up. Does anyone know how to reveal it? I can't free transform without it.

The Free Transformation Tool-"Widget" is only showing up when you select an object. If you are using CC17.1 it is common that the widget is hiding behind your other panels. Type Cmd-Tab to hide all panels.

No it's not hidden. I reset my workspace several times attempting to find it. I did select an image just a simple square with 4 points but I can't get access to the widget.

All I want to do is have control of those 4 anchors and lean the sides down in a fashion similar to Photoshops warp tool.

Corrupt preferences? try deleting them.

Illustrator has free transform?

It's almost identical to the free transform process in photoshop. I still haven't figured it out.

At 26:50 in this video the guy uses the tool I'm trying to get access to. I need that second panel that opens.

It is called Free Transform. That's the name of the tool in Illustrator. Either way I figured it out. They removed that panel with an update. Now you just hold ctrl when adjusting anchor points and it skews the perspective.
