she is using clipping masks in photoshop.
You take a shap and make a clipping mask with the picture, it makes the picture only appear on the shape. then she just adds text, its pretty simple.

This. Clipping Masks are pretty easy.
You can also use Illustrator over Photoshop.
GIMP would be the free option.
