Topic... for making sigs which can i use... which is most highly suggested??
A.K.A if i can get any program for free cuz my college... which one should i get ^_^

GIMP is the best free software. Other than that, you'll get a student discount for Photoshop, which you can just download anyway.

Regardless of the project, I recommend using Adobe Illustrator + Photoshop. They are your bread and butter.

Illustrator allows you to create vector images that can be scaled without becoming pixelated. Photoshop is good for breakingdown/slicing things for web display. For web sigs/banners I would do all the basic things in Illustrator, and port it into Photoshop to finish it up at the final specs. The Pixel/per/inch can be 72, as pretty much everything on the web is displayed at that res.

Of course, Adobe is expensive, but you stated you can get for free, so take advantage of that.

so is Photoshop Elements 10 the best i can get right now?? (besides Adobe Illustrator)

Well Illustrator and Photoshop render images in completely different ways.

Photoshop CS5 or CS5.5 will be just fine for doing what you need.
