For BvB: +2 Barb Skill, Vis, +3 BO, +3 Iron Skin, +3 Shout, 60 Life, Eth/Rep w/ 180 defense (120 perfect base +50% due to Eth) and 2 OS, and 2x 30 ED/60 AR/9 Str/9 Dex Jewels.
BvC: +2 Barb, 10% FHR, Vis, +3 BO, +3 Increased Speed, +3 Natural Resistance, 60 Life, 2 OS w/ whatever Jewels you can make the most use of. For instance +Str or Dex is useless. FHR, ED, +Res are what you'll want.
Personally, despite the Arreats style gfx being sexy, a Diadem will always benefit you more, despite having no staffmods because of the +20 FCR (37% FCR BP) & +30% FRW (Better Desync), and can have a base of 20% All Res which is a pretty big deal if you need it, or just 60 Life instead. You lose a little life vs the Rare Arreat's Helm, but make up for it with the FCR & FRW.
Note: Increased Speed & Nat Res are really just one point wonders, and are the most beneficial of every other staffmod possible for casters. You won't need the defense via Shout or Iron, however, the only other possible alternative is +3 Axe Mastery for a tad more AR, and Damage. It depends on what you need or want the most.
