no real difference with 20 or 30 ias in this case since 34 ias is needed and sheal is going to be used

and yes i agree with the cold dmg bonus

simply insane

needs to be at least base 20 ias, 30 works but it's overkill. the extra 10 ias is nice if I feel like playing around with another skill.
