Necro's are unusual in that they really need max light/fire/cold res and poison can help too (vs kicking sins) - on sins/barbs max fire res in fpks doesn't help as much.
On Euro, Spirit of Pheonix +wisp + white sorb builds (so no res on shield) are quite viable due to the oak charges on wisp and extra max fire res, however with normal gear you'd find it hard to make up the required res even with 10x 20/5 @ scs, moreso if you want to avoid anya bugging your characters. Having res @ on the circ helps alleviate the burden on the rest of your gear, allowing you to use things like arach nvt (for max fcr on cta swap) rather than having to use bbelt for res.
On East, its self explanatory that as bmanas give 70 mana so its just better to have res@.
Having said that tho, its still a really good circ, great for specific 1v1's like nvh/nvd where you need a limited amount of res and would be trying to maximise your mana. Also the key thing is, as its on West NL (and if I remember the rules right) then mana >>>> res due to the fact the duels are in nightmare and wizzy gloves gives you more than enough res. Also people stack greater mana pots in the moore rather than the super pots, so if these are still the rules, then yeah I'd prefer mana.
