the magic level and qlvl of circlets make it impossible for this item to spawn without a double durability value because of the way affix levels are calculated in relation to qlvls and magic levels

magic levels are only found on circlets diadems coronets and tiaras tho so you will never really encounter this issue unless dealing with hero edited circlets
