It does now but no one has changed their build yet. Your second point is right though. Frw caps meaning barbs are faster than most (if built correctly) is where their advantage comes. Very fast and lots of hidden frw.

Ya I like the rules for 18s but 30s has a lot different rules than east
From wat frank says tele staffs are now allowed on barbs but 30s are as dead on euro as they are on east
