I know you and other hopefuls are hoping to get their accounts back from a long term ban. Keep in mind accounts expire after 90 days of inactivity and are available to re-creation after that time.
Once you are perma banned, you are banned. Blizzard doesn't lift any ban.
"temp" bans are only server based and fully automated and last like... under a day anti spam restrictions. Realm Downs are realm only related temporary bans.

Arguably these aren't even real bans, but again, more like anti-spam/ restrictions than what I'd classify as a true ban.
The only times Blizzard may lift a ban is when there is severe media backlash from the punishment they administered, IE: Sara Andrews vs Blizzard Entertainment regarding an unwarranted ban to prevent "harassment" due to her creation of an LGBT friendly guild on World of Warcraft.
Blizzard does not ban accounts that were not caught hacking. Blizzard does not ban accounts that were on Keys that had other accounts on it that were caught hacking. Blizzard only bans accounts that were caught hacking. Rarely they will ban for harassment purposes, EXTREMELY rare. The only explanation I can offer is, the person claiming to own the item didn't actually have it and got banned. The person who owned the item didn't have it on the account that was banned. It was on a friends account. They were sold before said ban. The person was never actually banned.
The exceptions are usually related to CD-keys being temporarily banned, but that is an entirely different matter all together.
