Welll you loose 30% fc and some item combination choices for a little bit more dam. Its a matter of priority, but even than its just a 6/10 because its possible to get such a szepter with 20% fc and 2 sox on a rare weapon

20fcr on scepters is prepatch
10fcr on scepters can spawn whether it be rare or magic... so the ideal would be a rare one w/ more mods
magic is obviously shoppable from vendors to anyone who wants to set up a bot
viper bludgeon is only on west.
