If you open up regulations to duels like item restrictions it creates a different field for the duelers.
Why do you think lld is so popular, for the exact same reason just with level restriction instead of items.
This is the case in countless pvp games.
As for the wand, I'd prefer a 3/20/3/3 over this if I wanted to use an orb over hota, cm, infinity ect.
