What’s not to understand ? Hit chance is based on attack rating, the level of the attacker and the level of the defender. You could use angelics and hsarus boots belt and have 15k attack rating and you still won’t hit anyone if the level difference is big enough.

nice you have less than half the chance to hit compared to having the exact same attack rating and equal level to the enemy.

you not only have only 3% chance to hit (optimistically assuming you even have 10k ar, which you ofc don't), probably more like 2% chance cos there's a reason why ur not showing ur stat screen/attack rating. but u also miss like 50% deadly strike chance and lose a shit ton of damage

i wouldn't be surprised if ur attack rating is more like 5-6k though
