True, but because someone don't need it for their purpose, that does not make it universally useless. Judging items like that is plain silly.
Lets say I am rating an ethereal berserker axe: 300ed/40ias/fools mod/2sox/selfrepair, i cannot give it a 0/10 simply because I am a SvS dueller.
Also: you should work on your interpretation of what people say.

40/40 = 10/10. 8/10 = 32/40. 9/10 = 36/40.
