This is true, and there are plenty on classic. Many could be converted and get 2os if classic players wanted to.

I thought it was 50% for circlets/coronets/tiaras/diadems and 20% for everything else, but it's very possible that i'm wrong

Any good HvH din on east will use scepters because oak is bm. We aim for maximum life, and damage. And classic players won't convert them, because no one uses hammerdins on classic. We have to pay 3-5k for the scepter, and hope to get 2 sockets. There is a very slim chance you will get two sockets.

if you're aiming for maximum life the 40 fcr on hoto will free up other pieces of your gear to use gear that adds more life than any fcr gear could..

and a very slim chance? the chance is either 50% or 20%, neither of which is "very slim"

and classic players won't convert them because no one uses hdins on classic..? that makes absolutely no sense. if no one used them then clearly they would not want them, and would convert them much more easily
