It's genuinely pretty useless unless it's a duel where you're hoping for lucky hits and you just teleport around with no plan to engage. Match ups like this it can be extremely useful. If you tend to do bet duels where people will counter pick your chosen class it's one of the best stat you can have. 1 life rep = 1 life per minute, so 50 life rep over an 8 minute duel is +400 life after BO.
The other aspect of life rep is: Since you can max out everything you want on a character just leaving you wanting more +life/mana/frw which is also limited, liferep can indeed be gosu no matter what matchup, it's like if you're gonna spend £10,000 on your character, that extra 1% (like a wow talent point) will mean a lot, occasionally.
rep life is 10 rep = 1 life per second. so an 8 minute matchup with 50 rep would gain you about 2400 life not 400. "Life gained per second = Replenish Life * 25/256 (~Replenish Life/10)"
