I rate it a 8.5/10 ~ it would need 2 sox to be a 9.x/10 and more mana or better 3rd skill to go higher.

This 1st one I would rate 8.9/10, this also needs 2sox and a better 3rd skill, but has a massive mana pool.



This 2nd D2og one has 2 sox but unfortunately is only 2/20/3/2/2sox. If it had been 2/20/3/3/2sox I would rate 9/10 (my stand for a 9/10 Blizz orb). For Fire and lightning they dont need 2 sox to be 10/10 (the skills act differently ok), they just need to be 2/20/3/3 with a crap tonne of mana or good mods.

For Pure Vita sorc's, using Mage Fists (and therefore not needing FCR from amulet) thats a decent amulet. But I would not rate it higher then 6/10 (for a vita sorc) noting it could have spawned:
2/9dex/60life/90mana/15all res and PLR75%. Even on Vita its nice to have alot of mana. Alot of sorc's start out as vita with plain 15 life small charms, but that causes resource management problems with mana issues, which is why, regardless of pure vita or es build, you want 1000+ Mana on your character.

I dont rate the All Resistance highly I must admit. Viper + Anya is 65 straight away, its easy to pick up +10 all res anywhere (jewel, circ/amulet/boots/belt), but the PLR is certainly handy. In the round, for non FCR amulets you really want as close to 60 life as you can get, and ideally replenish life. it could be 10/10 without replenish life but would really look for closer to perfection with dex, life and mana rolls.

Yes they are. AFAIK 10frw is the max you can get at crafted boots for lvl 30.
you are 8 mana and 1 regen off perfect (we dont really care about light res unless it was higher, but PLR is perfect).

Those can be considered 8.5/10. A 9 would be 10/10/20/10/Res and 25% plr.
i am not giving a 9/10 because we really really want 20 mana. Those boots are excellent however. Getting FRW on such boots for 30 is very very hard when crafting.
Note that mana boots are not popular at this level bracket (I like them but I am in the minority). Time in D2R will determine how they compare vs rare boots. (noting the differences between the games which suggests that rares may be the BIS).

Perfect rare boots would be something like 30frw 10 fhr 20 mana 30 Cold Res (something like that).

Yeah, 10frw is the highest. For 4 mod crafted boots, 10 is also the highest res roll you can get (the higher res mods put the level req over 30). I'd say light is probably second best to roll, where cold is the best. Idk if some folks would take 3dex over PLR, but Imo PLR is better here.
Basically a trade of ~50 mana and some additional regen vs 20 more frw and a bunch of res (if you need it) that'd you'd see on rare booties.

PLR is better yes | can see the merits of 3 dex though!
