well I statted his barb with him ^^
he was not str bugged at all.
this might be the result of his stat amu + rings,
also the armor eats no resources.

and he got already +189 str before he even wears the steels, such that they are not bugged.

str from charms (anni+torch) bugged....
Without charms: 30base+65(rings and amu)+36armor=131, need 25extra str points to wear storm legitly.

If you remove -15req jool from helm it will invisible - so, obviously, strbug is exist in this setup...

usually they are bugged yeah, but he was not bugged when he statted his barb. (IF he didn't restat again of course.)
you are right ofc, if you remove the anni + torch before you stat, you'll end up with more str.
in my SA build i have to do this as well. eg. here http://forums.d2jsp.org/topic.php?t=71080957&f=87&p=478323431
problem with my build is that the total str gain from gear was lower than the highest req item i had, ending up with 264 total str.
but as CaneCane mentions,



it's a strange setting, the only thing that can explain that to me is that the amount of str on his gear gain is high enough to pass the charms.
In FFX case the str gain outnumbers all of his items requirements , even without steels str. he ends up with +189 str.
this might pass the anni/torch bug.
