If I put an extra 5 points in str to use a pair of boots that add 3 dex, there's still a net loss of 2 stats.
Thus any 30/10/tri res in lower req boots would be better.
Casters only hit 60 str to use frostburns. Otherwise they would be at 55 str for magefist and mage plate.
65 str is ridiculous
